The Regular Meeting of the Lingle Town Council convened at 7:32 p.m., August 6, 2008 with Mayor Walter leading the pledge of allegiance. Upon roll call, the following were present, constituting a quorum:

There were also present:

Town Supervisor: Mike Flock
Police Chief: Kenny Elwood
Fire Chief: Joe Wells
Town Attorney: Greg Knudsen
CM Unverzagt moved to approve the agenda with the addition of a malt beverage request for Wyrulec. CM Brown supplied the second and the motion carried unanimously.
CM Welte moved to accept the minutes of the 23 July regular council meeting as published. CM Unverzagt input the second and the motion passed without dissent.
CM Welte reported the bills totaled $84,363.76 and moved to pay them as listed. CM Brown offered the second and the motion carried on the vote of 4-0.
Stephanie Reeves, of Wyoming Community Gas, presented Mayor Walter with a check for $1,756.80 as a token of their commitment to local communities who support them by participating as customers. She will see if they can incorporate the Lingle Pool into next year’s advertising campaign.
TS Flock reported annual water tests showed well #3, used primarily for backup, tested high in nitrates and was taken out of service. The council by consensus instructed him to purchase a camera system to check for obstructions in water and sewer lines.
PC Elwood reported no problems with Sturgis Rally traffic, which seems to be lower in volume this year. He and PO Berry are scheduled for a three-day training class in Cheyenne later this month.
FC Wells reported the LVFD responded to three fire and six ambulance calls in July. They are looking forward to getting a new quick response fire truck and placing it in service.
The council agreed with the pool manager’s recommendation to close the pool after its normal hours on 15 August. The council by consensus agreed to allow the school to use the pool for physical education classed as requested if they pay the town’s operating costs and sign a hold harmless agreement releasing the town from any liability relating to the classes.
There were no additional bids on the fire truck so the Burt Chevrolet bid conditionally approved 23 July stands and FC Wells will order the truck.
The only bid for outfitting the truck with fire fighting equipment came from Classic Fire and was for $61,187. CM Unverzagt moved to accept the bid as presented. CM Welte input the second and the motion passed 4-0.
The malt beverage permit requested by Wyrulec Company was approved by the consensus of the council for 15 August in Whipple Park.
CM Welte voiced concern over the Lingle railroad crossing being block for one hour on August 2 and will check into preventing such a blockage in the future.
Mayor Walter adjourned the meeting at 8:15 p.m.
