CM Gilchriest moved to approve the minutes of the 18 June regular council meeting as published.  CM Unverzagt voiced a second and the measure passed without dissent.

CM Gilchriest reported the bills in order and moved to pay the $137,701.22 for June.  CM Welte supplied the second and the motion passed on the 4-0 vote.

Lois Tobin, owner of the Corner Bar, requested permission from the council to add a beer garden to her establishment.  The council unanimously concurred with her request as long as it conforms to the requirements of the state law and does not cause any law enforcement issues.

The council by consensus agreed to rebuild the old water pump for the #6 well that we replaced last month due to failure.  TS Flock reported the maintenance department is test driving street sweepers, bought a new sewer auger and look forward to the lagoon project being advertised for bid in the near future.

PC Elwood advised the police radios would be upgraded on July 11 to be compatible with the new WYOLINK radio system.

FC Wells reported seven fire and five ambulance calls in the month of June.  He also advised the council of a partial burn ban being in effect in the county.  The annual fire hydrant testing conducted by the LVFD showed good results.  Final specifications for the new fire truck have been approved and a bid advertisement is being prepared.

CT Kendall advised he had purchased $30,000 of WMPA bonds with the approval of the mayor.  The bonds will pay 5.5% interest, which is well above current money market rates.

The council by consensus made two revisions to the personnel policy manual.  They formally eliminated the EMC position and increased the mileage reimbursement rate from 25 cents per mile to 50.5 cents per mile.  The council also reviewed the investment policy, designated the Lingle Guide as the town newspaper and designated First National Bank, Wyoming Government Investment Fund and Edward Jones as official town depositaries.

The council under council items discussed the closure of the pool over the Fourth of July weekend and how to avoid such a closure in the future.
